Consulting Program – Consultant Roster Development

The International Town & Gown Association invites expressions of interest from experienced practitioners, professionals, organizations, and subject-matter experts interested in being considered for ITGA’s Consulting Program roster.

This roster will help ITGA identify qualified individuals and teams who may support future consulting, facilitation, planning, advisory, and training engagements with campuses, municipalities, community partners, nonprofit organizations, and other institutions working to strengthen town-gown relationships.

Inclusion on the roster does not guarantee a project assignment. It creates eligibility for consideration when client needs align with a consultant’s experience, background, and availability.

You May Be More Qualified Than You Think

The purpose of this RFQ is to identify experienced town-gown practitioners and partners who may be able to support ITGA-led consulting work.

If you have presented at an ITGA annual conference, led a town-gown initiative, facilitated campus-community collaboration, supported a city-university partnership, taught or contributed to professional development, or helped address shared challenges between institutions and host communities, you may have relevant experience for the roster.

ITGA is especially interested in individuals and organizations with applied experience. A traditional consulting background is not required. Practical experience, demonstrated leadership, subject-matter knowledge, and a collaborative approach are all highly valued.

Areas of Consulting Interest

Respondents may be considered for future ITGA-led projects in one or more of the following areas:

  • Strategic Facilitation - Partnership summits, town-gown retreats, leadership convenings, collaborative planning workshops, and facilitated discussions.
  • Policy & Planning - Housing and neighborhood strategies, public safety frameworks, shared governance, community engagement models, community impact studies, and related policy work.
  • Organizational Development - Structure and staffing assessments, governance reviews, interagency coordination models, and partnership-building frameworks.
  • Training & Capacity Building – Workshops, certificate programming, leadership development, curriculum design, professional learning sessions, and peer-to-peer training.

Specific scopes, timelines, deliverables, and compensation will be defined individually for each engagement.

Who Should Consider Submitting

ITGA welcomes interest from a broad range of professionals and organizations, including:

  • City, county, or municipal professionals with town-gown experience;
  • Higher education administrators, faculty, staff, or researchers;
  • Community engagement, neighborhood relations, housing, planning, public safety, or student affairs professionals;
  • Nonprofit, association, or community-based leaders;
  • Independent professionals or consulting entities;
  • Former or current ITGA presenters, instructors, committee participants, or program contributors.

Respondents do not need to demonstrate expertise in every consulting area. ITGA is seeking a diverse roster with different backgrounds, disciplines, geographic perspectives, and areas of specialization.

What to Submit

Interested individuals or organizations should submit the following materials as a single PDF:

  1. Letter of Interest
    A brief 1–2 page letter summarizing your expertise, preferred service areas, relevant experience, and interest in partnering with ITGA.
  2. Résumé, CV, or Organizational Profile
    A summary of your professional background, qualifications, and areas of specialization.
  3. Examples of Relevant Experience
    Up to three recent projects, initiatives, presentations, trainings, reports, case studies, or other examples of relevant work. Short narrative summaries are acceptable.
  4. Professional References
    Two or more references, including name, organization, email, and phone number.
  5. Optional Supporting Materials
    Links to published work, reports, training materials, presentations, conference sessions, or case studies.

This does not need to be a formal consulting proposal. ITGA is seeking qualifications, experience, and areas of interest so the organization can better match future client needs with appropriate expertise.

Selection and Next Steps

Submissions will be reviewed by ITGA based on:

  • Demonstrated experience and subject-matter expertise, whether applied or academic;
  • Quality, clarity, and completeness of submission materials;
  • Diversity of perspectives and representation within the roster;
  • Alignment with ITGA’s mission, values, priorities, and service areas.

Roster placement is valid for two years, with renewal options based on performance, continued membership, and program needs. ITGA reserves the right to reopen, supplement, or adjust the consultant roster at any time to address emerging service needs, expertise gaps, geographic representation, or program priorities.
